Could be a few things, the majority of which are tyre related. Has someone bumped it up or down a kerb, or hit a pot-hole, that can damage the steel bands in the tyre and they can snap at a later date causing the tyre to go out-of-shape. Tyre cuts/nail-holes can result in the banding corroding through with the same results.
