When you have your power steering on full lock it is likely to overload the pump which will require more power than the drivebelt can provide. As the belt goes around the pully wheel on the pump the belt will be dragged over it causing a screeching sound. Or possibly the belt will be dragged over the main drive pulley again causing a screeching sound. Did you have any problems before the belt was changed ?
It could be a tensioner pulley wheel or anything else attached to the drivebelt. Can you visually see anything wobbling or jumping about. I would double check the belt though and make sure it isn't sticking.
Ignore the ABS light......it has nothing to do with your engine. No fuel is going to your engine..... As mentioned by Westie.....run a temporary +ve feed to the fuel cut-off solenoid and see if your engine will now start.
Theres a MK1 users manual knocking about which will give you a lot of general info. However I haven't seen a MK2 one yet. You sometimes see these for sale on ebay. Also on ebay are dozens of copies of the Ford TIS ( illegal copy of fords technical manual ). Which I think most regular forum users seem to have aquired.
It does sound like the hot/cold flap may be sticking. Unfortunately this is the hardest to get to, being on top of the unit. If you have vagcom ( or similar ) you should be able to see the actual fault code which may confirm this. Has it ever flashed when locked ? .....if not....don't worry about it. If it has suddenly stopped flashing when locked then there is a problem with your alarm. You don't have a puddle in the compartment under your passenger seat do you ?
