OK, your PC has two types of memory, Physical Memory that is very fast to access (RAM) you have 256Mb of that. It also has "Virtual Memory" When the RAM is full the PC uses space on the Hard Drive as pseudo RAM which is very slow to access. This is the Page File. So if your page file is bigger than your RAM then the hard drive is being used more than the RAM. And to do this the PC has to take the information in RAM it is not doing anything with and write it to the hard disk to make room for data it does need to do something with, then recover what it wants to use from the page file in the hard disk and then put it into RAM to use it. Took a while to write this all or you and took you a bit to read it? Well if you had another 512Mb of RAM you would have saved all the time and everything would have been so much quicker, well the same goes for your PC, if it is all in RAM then all that slow reading and writing is not needed!
