agree with bigrupe , if you have eliminated the maf and vacuum hoses, and your turbo kicks in on the flat , its hard to diagnose from here but it sounds like your boost pressure, i'd be inclined to give it some injector cleaner, check air filter , but then maybe get a engine diagnostics before you start changing expensive items, this may pinpiont the fault

check all hoses for kinks or pinching , or may be air in system , is the fluid level ok ?

if the whistling noise has gone i'd say you have nothing to worry about, re hydro tappets ask your garage to give it some flushing oil at the next service
