I am new to owning a Galaxy so only just begining to understand the various control systems and may give you wrong advice but this is how I see it.

Say the display told you the ambient temperature was 25 deg and you selected 18 deg. The air con MUST be working to achieve this otherwise it will blow air at 25 deg. Do you think it is blowing air at ambient temperature or actually switching on the heater?

You may do well to scan HVAC with Vagcom to check air doors/motors are working correctly.

If aircon's not working even when temp setting is on low the air flow will still feel considerably warm/hot if the suns been beating down on the car.

There's a tendency for air to blow lukewarm without a/c on due to heat from engine bay/coolant tank heating the air near the air intake (pollen filter area) and due to leakage of air round the temperature flap (buried in the heater module behind the dash). The heater matrix normally runs hot all the time and air temp is controlled by a flap that bypasses the matrix.

If the air is hot all the time then the temperature flap could be stuck - this shows up on a diagnostic scan e.g. VAGCOM IIRC.

A blocked pollen filter doesn't help either....
