bathspray

Hi I have a 2004 2.3 Auto Galaxy. The heater appears to only work on 3 and 4 and not 1 and 2. I have put a 2nd hand control panel in and its exactly the same. I have also checked all the fuses and they are ok. The relay under the dash clicks but nothing. The car has Aircon also so obviously this isnt working on 1 and 2 also. Has anyone any ideas please ???
