The keyfob lights up fine, but using the key in the door and open 3 times method to get the car into programming mode, the led in the door will not stay on.

I cannot get my 1998 galaxy into programming mode. I have tried every method i can find, but none work. I have heard that some fleet hire companies disable keyfob programming, and mine being an ex-fleet car, could this be the case? If so, how do i re-enable it?
