I'm looking forward to know that as well, because I keep getting the same fault code with my VAG-COM..

Vag-Com won't speak to the engine but will to almost everything else including the aircon. You need to check the flap to see if it physically moves when switching between recirc and normal. Can anyone tell me where to find AIR FLAP on MK2 2001 TDi..??? I keep getting one fault code and I can feel that Air Con is not working(just re-gassed): 1 Fault Found: 01596 - Motor for Outside/Recirculated Air Flap (V154) 35-00 - -
