Air In Diesel

hi all, trying to fathom this poor starting on odd occassions on the 1.9tdi 110 ive had differing opinions on this subject from so called fitters etc, so over to the erxpersts now,

in the clear pipe up to the pump there is a lot of little bubbles that seem to setle in the corner then now and again every few seconds there is a big glugging and swishing around and lots of frothing in the pipe, obviously air in there, now somefitters say its common and some say there should be no air, so whats your opinions...... thanks

I had a similar problem with my old alhambra (99) 110 tdi turned out to be fuel filter seal letting air in (the one with the clip ) bit mickey mouse I thought.
