Front And Rear Wipers, Washer Jet Not Working

hello guys, my first time on this forum so be gentle with me ;)

 

my mate s got a galaxy v reg 1999 model, v6 ghia, his front wiper, rear wipers and front and rear washer jet have all stopped working, the auto-electrican had a look and he thinks its the wiper switch so he replace that, the fault is still there so that was not that fault(the auto electrican couldn't find the fault).

i ve checked all the fuse and change the no.21 relay(wiper motor relay), still nothing. I am aware of the spline in the wiper mech and i will check that soon but i don't think that is the problem. i ve heard it maybe the controller fault, if so do u guys know roughly how much it will cost, is it a easy job to replace.

 

do any of you guys come across this problem before
