Cleaning Air Control Valve

Hi there, I have just cleaned my Air Control Value to see if I can fix my erractic tick over problem. Which to the most part it has however, when I was cleaning it I noticed that the little piston thingy doesn't seat all the way into the valve seat all by its self. Does anyone know if this is normal and that is the device driven like some sort of electronic piston or should it slide with no problems has this still feels a little stiff ?
