Mondeo Estate Fuel Filler Flap Sticking

I have an 03 Mondeo Estate and an having trouble with the remote fuel, filler flap

When i pull on the lever the flap will only open if someone else pulls on the flap at the same time

Could somebody tell me how to adjust the cable.
