Time Delay On Wipers

i'm not sure if this is normal but whenever i operate my wipers on slow wipe or fast wipe there is a time delay before they work , could anybody let me know if this is normal or is a trip to a garage called for

My wipers start straight away - in fact, even when altering the delay interval, they give a wipe as soon as you adjust the delay setting.
Dissapointing to discover that the rear wiper doesn't start when front wipers are on and reverse gear is selected - Mt Renault scenic does this and so did my Rover 820 I had before.
