My 2003 TDi always starts straight away key in key out etc, dunno about the earlier ones but I would assume that it should. There was a thread about heater plugs being switched on when the key goes in the doorlock, maybe it's missing that bit of extra time to get the glow plugs up to temp?

You'll know if you have heated front seats - IIRC even on the Mark 1 they are not automatic so you will have 2 switches on the dashboard for them, one for driver and one for passenger. As to not re-starting this seems odd. Once the engine has been running for a few minutes tehre should be enough heat NOT to need the glowplugs for a re-start. You may have to let the engine churn away for a few seconds, but it should re-start with no trouble. If you are experiencing something worse than this, maybe it's the immobiliser cutting in?
