Peak Power Loss When Engine Is Under Load

My galaxy tdi occasionally suffers with a power loss at higher revs and under load, for example going up a longish hill. The engine revs freely but its like i no longer have full power. Pressing on the accelerator has no effect. However, when I turn the engine off and restart it, power returns to normal.

Any ideas would be greatly appreciated. Thanks.
