Blower Fan Only Working On Setting 2

My 2001 Galaxy mk2 TDI non climate control blower fan is only working on setting 2 I thought it was resister so bought new from VW fitted still only works on setting 2 has anyone any ideas I'm presuming next step is a replacement control panel??
