Air Con On A -99

I´m posting my question again. My good neighbour has a FORD WGR Galaxy 1999, motorcode Y5B. The air con fan and heat can´t be adjusted at all. It doesn´t matter what you try to set on the panel. In fact, the fan (and heat) runs at full speed even if the air con is turned off.

 

So, any clever ideas? Schematic someone?

Does it have manual aircon (3 large knobs) or climate control (LCD control panel)?

It´s the one with an LCD display.
