Advisory Note - Coils & Brake Pipes And Loss Of Power

I just bought a 1.9td Ghia Y reg yesterday from a private seller and on closer inspection of the paperwork I noticed that the MOT had an advisory note on it which I hadn't been given. I searched online on the Directgov website and found what it was for;

 

Nearside Front Coil spring corroded (2.4.C.1b)

Offside Front Coil spring corroded (2.4.C.1b)

Nearside Front Brake pipe slightly corroded (3.6.B.2c)

Offside Front Brake pipe slightly corroded (3.6.B.2c)

Nearside Rear Brake pipe slightly corroded (3.6.B.2c)

Offside Rear Brake pipe slightly corroded (3.6.B.2c)

Nearside Rear Coil spring corroded (2.4.C.1b)

Offside Rear Coil spring corroded (2.4.C.1b)

 

What does it mean and how much roughly would it cost to put right?

 

Also as I was driving home, it seemed to lose power and was slow to accelerate but after I left the motorway and stopped and restarted the engine (after a break) it was working fine. Does this mean that the turbo is going or was it just a glitch? After I'd restarted the engine there was a huge increase in power and it was hard to keep to speed limits LOL I had to stop again and the power was still there, and it's been working fine since, including on a 100 mile trip I did yesterday. I lost the power after I'd stopped in some services and was accelerating up the on ramp onto the motorway which was on a slight incline and drove the motorways home with a very sluggish car (which was when I needed the power LOL). There was also no loss of power on the test drive I took (I went on the motorway as part of the test drive) or driving around before driving home.
