I am geting a second hand galaxy aspen 1.9 diesel there is quite a few miles on the clock 201,000 but has recently had a new cam belt change is that really bad milage for a 1997 p reg?

If not then do i need to buy a whole new steering wheel if the horn does not work also the central locking doesnt work would it need to go to an electrician mechanic to hae a look at that for me ?
