Why? Because the the US and UK Treasury is now investigating the role of speculators in driving the price of crude up and..... In the US (and probably shortly in the UK) you can pre-puchase fuel for use in the future at todays prices, sounds suspiciously like the people who cooked up "precipice bonds" in the early 2000's are looking at another opportunity.....
