Ka Charging Problem

Help!

I have a 2002 Ford KA. with the ignition off, my battery sits at 12.7Volts. When the engine is running (nothing else on) it drops to about 12.4V. then when I switch on Lights, Heater, Heated screen, etc the voltage drops to around 11.5V.

Revving the enging does not affect the voltage (which I believe should be 13-14V with the engine running?) I have replaced the alternator and this had no effect. I swapped the battery with a friend and the same happens. The Battery light on the dasboard works OK (Lights up when you turn the key but goes out when the engine starts and doesn't come on again).

Can it be the Engine management unit which is causing this or am I overlooking the blindingly obvious....? One of the wires from the alternator goes to the ECU what is this for?
