Is the network card capable of full duplex the router should not come into it most under 2 years old will automatically give you that,

 

Have you done a speed test to ensure that you are getting the speed they say you are, I was on ADSL Max but only downloading at 32kb per second, you dont notice it on standard web browsing but is a major difference on gaming and downloading.

 

Which ISP are you with, some do what is called port throttling which reduces the spead right down, the other thing is the PC capable of running in server mode, when you say he runs a server it is not on his pc and is a seperate pc.
