Our vehicle sound similar, although it's not really a whine. The service book refers to the fact that the fan stays on for a while to cool down the heater.

 

What I would like to understand is why the heater is there anyway and what exactly it does??

When the outside air temp is low, and the engine coolant below 85C, the rear passenger heater doesn't get enough heat from the engine coolant circuit to blow warm air.

 

To overcome this, a small diesel burning heater is installed underneath, with its own exhaust, which takes its fuel supply from the fuel tank. Of course, the trip computer does not register the additional fuel taken by the auxiliary heater...

 

On the Sharan I have demo'd, the heater could be heard for a few seconds after getting out of the vehicle...it sounds like a small turbine.
