It is the ISV, I had it happen to me just recently. On my 2.3 the valve was stuck open and would not close, revs jumped to 3500 and stayed there. Fixed it unplugging the lead and undoing the 2 8mm bolts. Cleaned with carb cleaner and refitted. Mark
