Parrisnooks

Hi I have a 2.3 auto galaxy 02 with oily sludge in water expansion tank but no water in engine oil,heater is cold and engine overheats but cools when idling.does anybody have any ideas.I was thinking oil cooler but can only see transmission oil cooler could it be this.thanks.
