One gear cable is slightly worn and been cable tied previously. could it be the adjustment on the cables? any help much appreciated.

hello all i have a 1.9 td on a v reg manual .it has all 5 forward gears but no reverse gear. when in reverse gear it pulls forwards not backwards .any advise would be great thanks.
