The level is done by an electric motor operating a mechanism to adjust the level. The motors are known to fail and also the mechanism to become detached. I'm sure this is listed on the forum.
For both to fail is unusual, are you sure they were working before?
From memory, when you switch the headlights on for the first time the motors set to the default level and then you can adjust them accordingly.
