hi , sorry gal is 1996 2.8L petrol auto

Hi, This my 1st post in this excellent forum:- I had an electrical fault fixed recently ( no interior lights,clock,radio etc) which is all now working fine, but today i have 2 strange things happening. 1/ when I switch on the ignition all the gauges flick up to maximum then back to zero again, then 2/ when I start her up there is the sound of a high speed fan which runs for about 10 secs and then winds down and sounds like a jet engine ! I think it is coming from a device just under the front of the car which seems to have a pipe which goes all the way up to the air filter box (not sure what this is for !). could both of these issues be caused by a Relay or some other new electrical problem ?? thanks in advance for any help/replies.
