hi i have a 2000 2.3 auto with no spark on 2 and 3 could this be down to relay 30?

hi i have a 98 2.3 gal that squeals in dry weather ,ive changed the drive belt and water pump without any joy if i spray the belt or any pullys with wd40 or even water everthing goes quiet for a few seconds the the bloody noise returns has anybody got any ideas because im fed up being stared at driving to work thanks
